It came charged at 75% according to the indicator. As a test, I've used it to quick charge my Redmi Note 8 Pro (18W) from 20% to full. Managed to do this 5 times and the power bank dropped to 16%. Went further a 6th time, and at 13% the power bank shut itself down completely.
Charging the power bank: I've used Baseus' own 65W GaN charger and the 100W PD cable that came with the charger. From 0 to full it took only 1h and 45 minutes, charging at 20V and 3 Amps. The power bank heats during this fast charging, but nothing abnormal.
When charging the power bank you can also discharge it; the power bank will switch down to 15V / 3 Amps 45W input while simultaneous charging/discharging. Couldn't test the power bank's stated 65W output - don't have a PD laptop.
